How to integrate this multivariable function when one of the variable in the function is in the form of limits:
[ f ( x , y ) ] y = 0 y = b d x
by ignoring the limits:
f ( x , y ) d x
If yes, how can it be justified?

It seems that it simply means:
f ( x , b ) f ( x , 0 ) d x = f ( x , b ) d x f ( x , 0 ) d x
