In statistics, one can perform a number of different significance tests to determine if there exists any relationship between two phenomena. One of the first usually performed is a null hypothesis test. A null hypothesis test simply states that there is no meaningful relationship between two measured phenomena.
Now, Fail to reject the null hypothesis means that the test has not identified a consequential relationship between the two phenomena due to lack of evidences and hence cannot deny the null hypthesis as a result of this.
