Since only 1 combination out of 36 is 1-1 the probability is 136
The first die gives 6 possibilities, each with equal probability.
For each number of eyes on the first, the second die (or the second roll) has again 6 possible outcomes.
So we have a total of 36 possible combinations (from 1-1, 1-2, 1-3..... to 6-4, 6-5 and 6-6).
Only one combination (1-1) is considered favourable, so 136
