Decibels scale logarithmically. In particular, every 10 dB is 10 times the sound intensity. That is, you only need to get from 30 to 40 dB to get 10 times louder (not from 30 to 300 as you might expect).
So because 70 dB is 10 more than 60 dB, that means the sound is 10 times as loud.
