The phenomenon of the inner shell electrons reducing the nucleus's force of attraction on the outermost valence electrons is known as the screening effect or shielding effect. The nucleus exerts an attractive force on the outermost electrons, whereas the inner shell electrons repel them. The shielding effect can alternatively be defined as a decrease in nuclear charge on the outermost electron cloud.
