The disparity in speeds is known as the relative speed.
From my vantage point, if I am driving at 60 mph and the automobile in front of me is doing 80 mph, I am essentially still and the other car appears to be going at 20 mph. From my vantage point, the relative speed of the other motorist is 20 mph.
Now, if I were the other motorist, it would appear like the first automobile was moving relative to me at a speed of 20 mph. Therefore, I am moving 20 mph slower than the other motorist.
Technically, since "relative" just denotes that we are traveling in comparison to someone with a different perspective, all speeds are relative. You may either be comparatively still (as I feel in my own automobile) or comparatively moving (like a 60 mph car relative the ground).
