The association is positive, when the pattern in the scatterplot slopes upwards and thus when one variable increases as the other increases.
The association is negative, when the pattern in the scatterplot slopes downwards and thus when one variable decreased as the other increases.
There is no association, when the pattern in the scatterplot does not slope upwards nor downwards and thus when one variable increases, the other variable is unaffected.
As the outdoor temperature increases, we expect the number of layers of clothing to decrense as the warmer it is, the less clothes you tend to wear.
This then implies that there is most likely a negative association between these two variables.
