There were more viewers who gave average or better ratings. =11+14+13=38 
Consequently, the chance that a randomly chosen viewer will give the new program an average or better =3850=1925  
And,
The number of viewers scoring poorly or below average is =4+8=12 
Therefore, the chance that a randomly chosen viewer will give the new program a below-average or worse is =1250=625
