You should keep in mind that function notation only employs f(x) to denote y. Hence if we can write an equation in slope-intercept form, y=mx+b then we can change that to function notation.
Remember in slope-intercept, y=mx+b, m represents the slope and b represents the y-intercept.
We are given a slope of 2, so m=2
We are given a y-intercept of (0,67), so b=67
This gives us y=2x67
Now simply replace y with f(x) giving us
f(x)=2x67
