Two non-zero vectors are parallel when one is a scalar multiple of the other.
( 2, -6, k) = c(-1, 3, 2)
So 2 = -c, -6 = 3c, and k = 2c
From the first two equations c=-2. Therefore from the 3rd equation k = 2*(-2) = 4
