Solving the first one
Substract 3 from both sides
5 x + 3 - 3 13 - 3
5 x 10
Dividing by both sides by 5

Now solving the second one
Move the negative sign to the left side of the equation.
- 5 x - 3 13
Add 3 to both sides
- 5 x - 3 + 3 13 + 3
- 5 x 16
Divide both sides by - 5
We must reverse the inequality sign because we are dividing through by a negative integer.
