You want to graph the thing as if it was just y = cos 1 2 x and move the whole graph down 2units (because it has "- 2").

for y = 2 cos ( x / 2 ) 2,
plot the graph for y = cos ( x / 2 ) using
2 cos ( x / 2 ) ( 0 ) = 2 ,
cos ( x / 2 ) ( π ) = 0 ,
2 cos ( x / 2 ) ( 2 π ) = 2
and so on.
then shift the graph vertically downwards by y =2
so, we get y = 2 cos ( x / 2 ) 2.
