First find the slope of your given line changing the form of your equation isolating y in it:
y = - 2 3 x + 6 3
y = - 2 3 x + 2 which is in the y=mx+c form called: Slope-Intercept form;
The slope m will be the coefficien of x, i.e., m = - 2 3 .
The perpendicular will have slope m ` = - 1 m or:

m ` = - 1 - 2 3 = 3 2
